Proposed national mechanism · Version 1.0

One official national source for flood & reservoir release information in Lao PDR.

The National Water Management Committee (NWMC) is designated as the single trusted national communication hub for public flood and reservoir release information — eliminating contradictory messages and protecting downstream communities through coordinated, verified alerts.

01 · Objectives

Why a unified mechanism, now.

During the 2024 floods, conflicting statements from multiple agencies created confusion and delayed evacuations. These six objectives anchor the mechanism.

02 · Central Communication Principle

One Official National Source.

All public communication related to the categories below shall originate from — or be officially validated by — the NWMC communication platform.

  • 1 Reservoir releases
  • 2 Emergency spillway discharge
  • 3 Flood warnings
  • 4 Flash flood alerts
  • 5 Heavy rainfall impact
  • 6 River level escalation
  • 7 Dam coordination notices
03 · Communication Hierarchy

Five levels. One direction.

Information flows from a single primary publisher outward. Tap a node to see its role.

    NWMC Facebook Page

    Primary publisher

  2. 02

    NMCS & Government Agencies

    Authorised re-publishers

  3. 03

    Source-of-truth submitters

  4. 04

    Provincial Authorities

    Local relay & translation

  5. 05

    Media & Public

    Re-sharing only

04 · Mandatory Unified Policy

Three rules every agency follows.

A

Use one common template

  • Same visual format
  • Same color codes
  • Same terminology
  • Same risk classification
  • Same emergency contacts
  • Same timing format

Prevents: conflicting messaging, public confusion, inconsistent warning standards.

B

Repost official NWMC posts

  • Share/repost directly from NWMC FB page, or
  • Use the official approved communication package issued by NWMC.

Ensures: identical information nationwide, synchronised timing, centralised public trust.

C

NMCS cross-sharing

  • Repost NWMC releases verbatim
  • Provide Mekong-basin-level updates
  • Share regional coordination notices
  • Support transboundary communication

Bridges: the national mechanism and the Mekong River Commission framework.

05 · Standard Post Template

Tune the alert. Watch it rebuild.

Choose a risk level and the dam, and the standard Facebook post regenerates on the right — exactly as it would appear on the NWMC official page.
